Gulu University Council

The University Council is the supreme organ of the University, responsible for the overall administration. The establishment and composition of the University Council is guided by section 38 of the Universities and Other Tertiary Institutions Act (UOTIA) 2001 as amended and in line with other relevant provisions of the Act or statutes applicable.
Gulu University Council has six Committees as listed below to undertake due implementation of the objectives and functions of the University as established in accordance with the Universities and Other Tertiary Institutions Act, 2001.
  1. The Appointment Board
  2. The Finance Committee
  3. The planning and Development Committee
  4. Students Affairs Committee
  5. Audit and Risk Management Committee
  6. The Quality Assurance Committee
Through its board and committees, the council receives and duly deliberates on all matters brought to it by management Committee and make resolutions and approvals as appropriate in line with its mandates.

1st Council Chair –Mr. Opika Opoka (2001-2005)
2nd Council Chair- Mr .Opika Opoka (2006- 2010)
3rd Council Chair- Dr.Otto Benjamin Nelson (2011-2015)
4th Council Chair- Dr. Otto Benjamin Nelson (2016-2020)
5th Council Chair-  Ms Theresa Mary Obbo (2021-2024)

Mandates of the Council
The mandate of the University Council is enshrined in the functions and powers of the council provided under Sections 40 and 41 of the Universities and Other Tertiary Institutions Act,2001 (as amended):

Functions
: Specifically, the Council is responsible for:-
  • Directing of the administrative ,financial and academic affair of the University
  • Formulating of the general policy of the Public University;
  • Giving general guidelines to the administration and academic staff of the University on matters relating to the operations of the University;
  • Doing any other thing and taking all necessary decisions conducive to the fulfillment of the objects and functions of the University
Powers: Concerning its functions, the Council has powers to:-
  • Represent Gulu University in all legal suits by and brought against the University;
  • Receive gifts ,donations, grants or other amounts of money and make disbursement as may be required ,on behalf of the University;
  • Fix scales of fees
  • Make statutes under its Act;
  • Establish Faculties, Departments, Boards and course/programmes of study and approve proposals for creation or establishment of Constituent Colleges;
  • Provide for the welfare and discipline of the students;
  • Approve the University budget proposals and the final accounts submitted by the management;
  • Approve the appointment of Deans and Deputy Deans of Faculties
