David Okello Owiny is the Deputy Vice Chancellor Academic Affairs since November 2019. He is an Associate Professor of Veterinary Medicine, holds a PhD from Stellenbosch University, South Africa; and Master of Science in Veterinary Medicine and Bachelor of Veterinary Medicine from Makerere University. He started his long-term career from Makerere University as an Assistant Lecturer in 1992 after his bachelor’s degree in veterinary medicine in 1990. Before joining Gulu University, he had worked for Makerere University for 27 years.

During his service in Makerere University, he rose through the ranks to Associate Professor in the College of Veterinary medicine, Animal Resources and Biosecurity. He was appointed to several administrative positions including Head of Section, Head of Department, Acting Dean (Higher Degrees), Dean and Deputy Director (Administration) in the Directorate of Research and Graduate Training. He chaired several committees including chair of School Board, Appointments and Establishments Advisory Committee, Higher Degrees Committee, and College Examinations Malpractices and Appeals Committee. He also chaired the College Curriculum Development and Review Committee and represented the College in the Public Universities Joint Admissions Board. The National Council for Higher Education (NCHE) assigned him many responsibilities including program review and institutional assessment for accreditation and chartering, respectively. David was the coordinator of the Mak-Sida phase III Vet sub-program and co-coordinator of the Mak-Sida phase IV program. Furthermore, he organized/participated in organizing many events (Summer School, International Cultural Boma and Scientific Conference, Mak-Sida Science Day, and Mak-Sida Annual Scientific Dissemination Conferences). He was also an external examiner for Sokoine University of Agriculture (Tanzania) and University of Venda (South Africa).


As the Deputy Vice Chancellor, David is responsible for academic affairs of the University and assisting the Vice Chancellor in discharging his functions. In this regard, David is a member of the Council, Management and Senate. He also chairs all the management and senate committees as well as several other standing and ad hoc committees. In the time he has been in Gulu University, through these committees, there is improved academic services for which the staff and students are very happy. David has therefore pledged to see Gulu University grow to greater heights in all respects regarding the university mandates of teaching/learning, research and community outreach for community transformation.
